From September 1st 2019 it is mandatory to apply for the average calculation of working hours in Norway in an electronic form. The electronic application is sent directly to the Norwegian Labor Inspection Authority, (Det norske Arbeidstilsynet).
An average calculation of working hours will give you (the employer) the possibility for an alternative allocation of working hours within a specific period of time. In this manner the employee will be able to work more than the ordinary upper limit of working hours compared to the corresponding less working hours in other periods.
In Norway overtime is only legal if there is a special and temporary need for it.
